That's one possible interpretation. I saw it as the game he mentioned about chopping down trees merely being an ordinary game that was distracting them from the prospect of playing SUPER HOT when the system wishes to fully control people who play it.

The best part about the entire chat is that you could literally make your own. I've found a way, but compiling the files may be harder than I anticipate.

You don't just go through every level, tediously hop around corners to find every secret, and do this "by accident." You have to deliberately do all of that to unlock the achievement.
