Because if you are opting to buy books worth 10 million (EMPHASIS ON 10 MILLION HA), it should at least be worth it, and since it is going to be distributed to students whose brains need to be picked and trained, it should contain something valuable.
Where is the politicization in that question? Why bring up pointless past arguments where in fact Sen Risa NEVER even mentioned any political statements.
This heated exchange shows the difference between someone who actually has a political agenda paired with a grudge over personal favors, and someone who is merely professional in ensuring that 10 million is not going to waste and not just going with the flow with whatever the government wants to spend its money on because the Philippines is already rock bottom in debts and every single centavo in our national fund matters.
VP Sara answered that "it's in the title; it's about friendship" when the Chair asked for the clarification, but did not answer the question directly when Sen Risa was asking it; VP Sara even went first into stating that her name and face is on the copy of the books (as it should because she is the Vice President of the Republic of the Philippines and I have nothing against that), and inserted the topic of it being involved in the Elections; Sen Risa was in the search for a missing piece but what VP Sara gave was more puzzles that didn't need to be solved.
A direct answer is always better than roaming around the bush; it's a sign of professionalism. For my personal statement, hindi nga nasayang ang boto ko kay Sen Risa because when I was a Student Body Officer and a Club Officer, this is exactly what I did with whatever agendum (budgets, documents, proposals) we had to discuss; and if I was Sen Risa, I would do the same in the Senate.
