Philippines faces the same issues as the Thai Airforce. Either Gripen C/D or F-16 Block 50. (Though Thailand's situation is Gripen E vs. F-16 Block 70). It's a tough choice. Gripen make sense economically for small countries with less Defense budgets than United States. On the other hand, there's GEOPOLITICS at play. As for the Thai case, there's still 3 squadrons of old F-16's waiting to be decommissioned. SO who ever wins the first round ensures that they'll be selected for the entire 2 remaining squadrons. Fleet diversification is highly unlikely as it increases operational costs long term. Thai major point of tender is Offset policy. Probably the make or break point actually. The datalink is also the big issue. According to the Airforce's preliminary evaluation between F-16 block70 and Gripen E, 10 criteria points of comparison were used. With the Gripen E beating 9/10 total criteria. The Gripen has a better radar, Infrared sensors, more advanced avionics for the pilots, the ability to use METEOR, dispersed deployment on upcountry roads, cheaper to operate, 10min of turnaround with only 5 crew, Datalink and electronic warfare jamming suite all inside the airframe. In many ways, I think the public sentiment in Thailand feels the Gripen E is like the lower budget F35 that Thailand first wanted but was denied by USAF. Overall, I think the Airforce believes the Gripen E stands a better chance at survival in the battlefield than the F-16b70 despite having less aero-performance. As a system, it's a more complete choice. However, the biggest issue is the need for Earieye radar support aircraft to fly in a mission. This is a huge downside. Gripen E costs $85M, F-16b70 is $80M.
But like I said, it's not a done deal. Because theres the OFFSET policy that each manufacturer still have to answer to. Soon. We will hear of that. Hope the Philippines decides what's best for Philippines. Combat readiness is the most important issue here. No point to have expensive jets when you can't afford to put them up in the air for training. You need the jets to fly so it's always ready to defend. The same issue is for Thailand. Eventhough the defense budget of Thailand is higher than the Philippines, the same issue exists nonetheless. Flight cost per hour is a Huge deciding factor.

F-16 is from a 1970s obsolescent design. It may have good performance now, but it can no longer take next generation weapons upgrades in the next ten to twenty years. Our potential opponents' new crop of fighters with new generation of missiles and sensors can outclass the F-16s now.
We are better off looking at newly designed models like JAS-39, FA-50, HAL Tejas, etc... and future ones like KAI KF-21 Boramei and Saab-Boeing's fighter variant of the T-7 Red Hawk.

F-16 is not on par with Gripen E, anyone who claims so is a US fanboy. Also, to have an effective jet, you need a well-trained Pilot who knows the plane in and out. The maintenance and flight hour costs are extreme on the F-16 side, F-16 does nothing good if you can not afford to have the personnel trained in a top-notch manner.

I’m not sure if the can afford the newest variant of F-16. Not many militaries would pick the Gripen. Very few operated by just Brazil, South Africa, Czech Republic, Thailand and Hungary. Seems to be more of a “stop gap”. Thailand now uses more F-16s. Brazil is in negotiations to purchase 24 F-16s. Czechia is upgrading to the F-35. Hungary would like F-16s, but can’t afford them. This has become pretty comically. It seems every 2-3 months the Philippines finds ways not to make a decision. I really think the Philippines will never decide on either the Gripen or the F-16. And, eventually, will settle on more upgraded FA-50s.
It’s really not that hard of a choice. Either the Gripen or the F-16 will be a significant upgrade to their Air Force. I’ve seen comments for months… “The right price…” Well, both are similar in cost. Gripen is cheaper to maintain. F-16 is more numerous and have a large worldwide stockpile of parts. If the Philippines wants to bargain shop then just buy more FA-50s from South Korea. They’ll be able to achieve 70-75% the capabilities provided by the Gripen or the F-16. Better than what they’ve had before.
