technically your wrong, he can sell the keycard to therapist for a bit over 10 million, in fact he will make more money by doing that because he will get around the same price for it on the flea market but he wont have to pay any listing fee's by selling it to therapist

While yes, as a private person, he can do whatever his heart desires, as a public person with a significant enough audience, it is quite unethical to stream yourself gambling. Not to mention that csgo has one of the worst unregulated gambling schemes out there.
