All arrow stands are destinated to be suck😭
For being called heaven stand there are literally only two stands in the game
they had a lot of stands before the rework

For a bit they renamed it heaven: spec
I feel the same way about the stand but the good news is the stand isnt fully complete. Its a W.I.P and will be worked on AFTER vergil is complete which should be next update
