Cause it’s the quiet and calm rage of a man who we know can fuck people up

Because I'm greatly confused why one group tells Philza "You have two days to decide" and another group comes through with "Yeah, you have something that doesn't belong to you and we kinda need to take it by force away from you" and the threat still holds. That only proves that both sides aren't working together, but want Luffy for experimentation reasons.
