Yes, you have right to reject as you have paid for new vehicle and it is expected to get new vehicle. Now it also depends what is allowed and what not. For example tool box is missing, you can ask for it. If There is low tyre pressure, you can fill it. Even if it is repairable, you will always have w bad feeling. So it totally depends what is reoair, and take judicious call.
