I believe each of the public security characters are themed after the chinese zodiac, Zhu Yuan is supposedly the rooster, Seth the tiger, I think Qingyi is a rabbit reference, and then of course our rat I have a feeling may be an undercover officer.
I don't expect to get Qingyi, cuz I have been trying to pull for Zhu Yuan's Engine (I'm F2P btw, got Zhu 31 early 50/50 as the banner shifted), I kind of expect to get my next S on Jane's banner, though I know my luck
On the one hand, I can reasonably expect to fail with the next two banners. On the other, I'm starting to hit the limits on reliably winning fights with characters 10-30 levels below recommended so it might be a good time to focus on who I already have anyway.
As much as I enjoy Qingyi as a character and I think she’ll be meta, Jane and Seth are too alluring for me to simply refuse them. Jane for that hotness and also Seth but mostly because his playstyle reminds me of the charged blade from Monster Hunter. I would personally say I look forward to playing him the most because from what I’ve seen he looks like he’ll be a fun to play character regardless whether his damage will be good or not.

If you go listen to the original video there is a clear audio and visual difference when the belle cosplayer talks, either because her audio was bad and they had to do a second pass, or more likely got belle's VA to dub over her

Jane doe is in the second phase of 1.1 which is 2 weeks after Qingyi banner so the 28th of August will be the day her banner comes out
Its closer to 3 weeks not two weeks. Jane comes out in September.
42-day (6-week) patches for HoYo games so yeah 20-21 day phases.

Characters will come back around in the future. Best to think of this as a preview and save up for them next time around.
