A very well educated military officer, he is senior to the police officer, the police officer is supposed to take instructions from him, because is like the police officer don't know what to do. The military officer is calming the situation, while the police who supposed to calm the situation, is the one now aggravating the situation. He should take instructions from the army officer, because he is senior to him.
