Russia did not have official hymn till the beginning of 19th century. I think nobody had. The first official hymn was 'Pray of Russians' for I prefer 'How Glorious Our God' which was not official hymn as well.

Мейерхольд, в своей постановке перенёсший действие из екатерининской эпохи обратно в 1830-ые годы, заменил Екатерину II на Николая I, но гимн этот оставил (только вместо строк "Славься сим, Екатерина..." хор пел "Гром победы, раздавайся...").
