Nice finding man, we can see that originally Maserati would be unlockable by doing speedlists but they changed by getting having overwatch, along with SRT Viper that also would be a unlockable car by doing speedlists but they decided to SRT Viper became a DLC car

VRT that is the reason. In the game civilians pay the bills. So that cops car industry will prosper with mega-cars
