The foaming you can observe is actually the citric acid and the baking soda (sodium carbonate) neutralising each other and making a salt called sodium citrate, which has little to no cleaning effect. The maker of this video probably used bleach or hydrogen peroxide to create the illusion his method works
I typically spray my plastic cutting boards with a 1/3 water to bleach mixture after washing with soap and water. It works well and isn’t overly harsh, but I might try this!

I worked as a butcher and can confirm bleach is the cleanest and most efficient way to clean plastic cutting boards
