I think he pushed her into that psychos arms so he wouldn't have to admit he fell in love with his probationary officer, he felt guilty because she trusted him over her own instincts and it wound up putting her in danger, but I don't think he would carry that guilt if it were anyone else. I think he felt guilty because it was Lucy.

Lucy save his life in the first season when he got shot, she helped him study and pass his Sergents test when she realize that he learns by audio while he's being active. She proved herself time and time again as his trainee. Then there's the fact that he cared for her beyond the job. He just wasn't ready to admit it at that point. As much as I believe cover heads prevail, in this case desperate situations may call for desperate situations.
