seems odd that two parallel tracks each have their own crossing! There must be some regulation about track spacing at a crossing!

There is a trainstation with the platform in the middle. That's why the track split here.

There is, but that regulation would require a far longer pre-emption time between the crossing activating and actually lowering the barriers, besides the island-platform that forms the station of Den Dolder which is why it is the way it is.
