Sioux Falls native here. Your comment about little kids playing on the rocks is accurate. We've had several drown from slipping on the rocks over the years, and the park actually frowns on the practice although it's not prohibited.

Next time you are near Sioux Falls you should checkout Good Earth State Park southeast of town. The site itself is one of the oldest site of long-term human habitation in the United States. It was an important gathering place for seasonal ceremonies and a significant trading center for many tribal people from 1300-1700 A.D.
This is why I clicked on this video originally - wondering if your being there was because of the flooding, or after the flood waters have receeded. HOWEVER . . .that could make an excellent follow-up video to this one . . . with such a detailed video account of what it was like just before the flooding, to come back to give us a comparison. Has it recovered? How much was damaged? This place was so underwater, you could barely see that there were FALLS there at all - it was more like raging rapids like the Colorado River. I have always LOVED Sioux Falls - don't know why I didn't move there 30 years ago when I had the chance!!!

They've had some flooding there this last week. You should see the videos of the falls currently.
We saw video online of a campground in Iowa under water, a levy had broken. Looks like a lot of water in that whole area over there.
