I didn’t see any restoration process, only clean up !? Where is turning the fins shaft and using new set of spacers and no new bushing !? How comes !?

Housing is old inner turbo fan assembly with plate is new fake repair.impossible to repair turbo charger.

I should have guessed at the first sign of the flip flops.
This is Ann epic failure!!!
No torque specs and loctite on those fasteners.
No real mechanic would rebuild a turbo like this.
Dirty table and putting the turbines directly on a vase?!?
Shit!!! That is a precision part!!

Looks like they just bought a new cartridge, which was the correct thing to do. You can't balance a turbo yourself.
