Each signal and other parts of the rail network powered, also have their own capacitors or batteries in-case the train temporarily cannot power them. Wilford over engineered *Everything*.... He wanted to survive on the train, no matter the unthinkable. Many pats of the network also have their own local power source, from Wind, and tidal, to RTG's (Obviously solar isn't as lucrative after the freeze, when there's possibly going to be a 10ft layer of snow in the way of your sunlight. These were all made or intended to last as long as possible on minimal to no human maintenance.
