These are cities that people don't talk about (e.g. Cleveland, Detroit, Green Bay, Pittsburgh), etc. Milwaukee is a city that's affordable. You would think more people would re-locate to these cities faster than others.
because the city has to become a place people would wanna move to milwaukee is a great place but it's other places thats way better
Crime, racism, no jobs, extreme poverty, hyper-segregation, no adequate transit. Milwaukee has been in decline since the late 60's
These rust belt cities have too many old buildings. Pittsburgh is somewhat of an exception. The biggest selling point for this region is the near absence of natural disasters like hurricanes, flooding, heat waves, wildfires, earthquakes, and far fewer tornados. The worst it gets is an occasional blizzard or frequent freezing temperature. So without modernization, this selling point becomes a moot point.
