My take on the generic regulations is .. if you do not identify the body of water (most RUclips contributors do not) then you are not causing potentially extra pressure on the resource and potentially causing issues for others enjoying the same location. Identifying the State and relative position and the fact you are on State/Federal land, properly licensed and using only appropriate and approved tackle (maybe no lead; barbless hooks etc) covers the breadth of the intended purpose of the regulation. If they start putting trout streams in local/state/Federal detention centers I might rethink the issue. Thanks for the great video, the thought provoking commentary and your ever appreciated message. In the end this becomes more govt intrusion into people’s lives. Fishing license fine. A permit no way. You are an independent fisherman who happens to fish who happens to have a YT channel that happens to generate revenue like people in a million other ways. Are “man on the street” YTers going to need a permit for filming while asking people who they are going to vote for? Are photographers that approach attractive women asking their permission to take their picture going to need permits? It’s govt over reach and excessive regulations imo. Personal freedoms are only that if we have them.

So can your license plate or anything else you display in public. There are attorneys and RUclipsrs who make a living off of challenging these “you can’t film here” rules…

I thought it was Nevada Dept of Natural Resources that they were having fun with. I don't recall if it's all state parks or just specific states? It sounds like it impacts national parks? You might see what that father and son outdoors men have as a knowledge base.
My main takeaway from this is that John reminds me how much I love the culture of east Tennessee I remember. John, you’re being so strong, reasonable, honest, and generous at the same time. Totally standing your ground without being mean about it.

But it’s unAmerican and I would hope unconstitutional for any governmental agency to tell you what you can and what you can’t do in your own personal time in this manner. My opinion - just because they have a “rule” does not mean the “rule” is “lawful” If you’re in public, in an area open to the public, the government cannot curtail your right to film. Ask the police departments and post offices that have been sued based on these sorts of “rules” This situation is no different. If the rule conflicts with a right, the enforcement of the rule is a violation of your rights.
I'm not certain if anyone has mentioned this yet, but IF there were no permits/regulations for filming, then the mega production companies would violate every single public space and they would never again pay background persons/businesses/towns etc. The smaller production crews or a one/two person fishing production crew, would be pushed out of most spaces. My personal opinion is that one should not purposefully film others and if they are getting in your shot of their own actions after you let them know you're filming.. well, then they wanted their 15 😄

I'm going to say yes, you do need a production permit to shoot video in a state park if you're making money with the video footage. That includes making videos for RUclips because you are generating profit from the video you are shooting through, Google ad revenue or paid sponsorships, etc.. This really becomes the case if you have ever made a video about the amount of money you have made through Google ad revenue or paid sponsorships on RUclips. I have worked in the video industry for over 20 years and this is commonly known.
I know im 3 months late to the game on this one, and my state is a lot more strict than others. here's to my knowledge the biggest issue and its specific to drones. you have to have a permit if youre flying a drone and recording do to the risk of injuring or scaring off endangered bird species. my grandmother works with Eagle watching organizations and some of these sites both federal and state are actually up against someones property. you can see how that becomes an issue, 90% of the time RUclipsrs especially those fishing and hiking rarely decide to stop and film birds but in some parks and along certain trails some of those endangered species live and can be harmed unintended by drones. I've never known a RUclipsr with a GoPro to need a permit, but I know a few who have violated federal air space in parks (like during fire season), or flown a drone around watching birds they shouldn't have been harassing. Obviously you wanna follow up with your states parks regulations but drone flight is where I know things really start to change.
You should have them give you their opinion in writing so it doesn’t become a he said she said, if a Ranch would ever write you a citation. The option of a Retired Deputy Sheriff!

From my understanding if you profit from the video, you are supposed to have permit. Especially in national parks you need a permit. I am uncertain of the exact rules in state parks.
I also follow a lot of rv “RUclipsrs” many of them have quit staying in the national parks etc because they were unable to film content for their channel. Some of them talk like getting the permits wasn’t terribly hard just aggravating and lots of red tape and unable to get on short notice etc …… hope that’s helpful

I have a friend who is a Ranger in New Mexico and he stated the permits are mainly directed at these big production companies out of Hollywood etc

Side note. In VA you do have to have a permit to fish in the National Forest. It’s its cheap and good for a year.

Park ranger was behind the times, the NPS has clarified that what you are doing is fine.
