This right here is the key part of the whole statement and what was aimed directly at Jerry Jones, if you can understand this you will understand the dynamics going on here. Jones thinks the prestige of playing for the Cowboys is a huge selling point in and of itself, that this should have a major impact on contract negotiations (ie players should be willing to take less for the privilege of playing for the Cowboys).

It's getting crazy how the salaries are now being structured in the NFL. QBs and WRs are getting almost 40% of their team's salary cap pool, which doesn't leave much for the remaining 51 guys on the team. How can you have balance and content among players with that kind of lop sided pay scale? They should cap QBs and WRs to $50M/year and $30M/year respectively.

Looking at it that way, Zack is not good enough to Warrant that kind of expenditure.

They'll draft a new rookie QB with potential and use him for 5 economical years and use the saving to boost their receiving corp and defense. There will come a day when teams stop paying a QB 50 million dollars a year and pay a rookie QB 12 million a year and invest in upgrades for the rest of the team that will help the rookie QB.

I want to give JJ some credit. While Dak's contract situation is of the Cowboy's own doing, the idea was sound. They were hoping to go deep in the playoffs and ultimately win with a "manageable" salary situation. If they achieve that, then they can let people go or pay up the nose to keep the keep talent. It would be all worth it.
However, the Cowboys have been a huge disappointment in terms of playoff success, and so now the chickens have come home to roost. JJ sees this and so finds no reason to add to salary or trade for new talent. He has a loyal fanbase that will continue to come to games. His team is probably the most recognized team in the league, and that makes him financially sound. AND, they keep winning regular season games, and there is no reason why they can't reach at least that level of "success" this year. He doesn't really need to do squat this year.
He's gonna let it play out and then decide who to keep and press the refresh button then. Chances are, they take the cap hit and let Dak go. He sees how young QBs can be found and developed (heck he just saw Love chew his team apart and that was after years being behind Rogers). Having a good wide receiver will help with any rookie or young QB, and the defense really needs tweaks.
So JJ is correct in saying he's playing option. What he's not saying is that his best play at this point is running it out of bounds. Not exactly gaining yard or scoring, but not taking a sack for lost yards or a fumble/interception either.
