Yes u can buy in shillong, since shillong is not a part of the ADC (sixth scheduled )except some part of shillong e.g like Mawlai, but most of the the people rarely sell off their land or property to the non local, even if they sell it the price tend to goes extremely high which usually only the crorepati can afford it...
