I think that was the point originally, that Ryo is slowly losing focus of what's important by seeking revenge on Lan Di. All of your friends from the first 2 games are just phone numbers to call by Shenmue 3 and aren't present in Ryo's life anymore.
She needs to make a return, as a Shenmue fan I'll be happy as it will make the perfect happy ending. Forget that orange hair girl, Ryo needs to get Nozomi back

The scenes with nozomi were so delicate - she was so sweet and concerned about ryo especially after what happened to his dad. What really strikes a chord in this game is how it reflects life - people come and go, often when you don't want them to leave.
