So, as soon as he woke up (he became a spirit), he realized that he was stuck with Katsuki, so he couldn't move on or just rest from the bad life he had, and even more he was stuck with the person who took him to suicide, from then on he accumulated a hatred for Katsuki, when he saw how he simply went on with life as if he hadn't killed a person and that he was at Yuuei (in the "heroes" course), he got even more hatred, so as we saw at the end, he managed to somehow become "touchable" (which I think was more in the force of hatred than anything else) and accomplished what he has been longing for since he became a spirit, I think that after that, he was able to move on, since what held him on Earth was precisely Katsuki.
