It wasn't Josh who submited the tape: David Foster needed an unknown Singer to perform at the Governor of California ceremony and they asked Seth Riggs (who was Josh's vocal coach at that time) if he could send him some tapes from his students. Riggs submited 5 tapes and according to David Foster, when he heard Josh's voice he didn't want to hear the other tapes. Josh sang at Grammys rehearsals with Céline Dion 2 weeks later. He was 17 going on 18. It was in early february, 1999.
