He is Jackie Price. He was not a pitcher, but a shortstop when he played it straight. Price had a long minor-league career, and made a few appearances in the Majors with the Cleveland Indians in 1946. But, as the clip says, he found that he could make more money doing tricks than playing baseball.

Veeck writes about him quite a bit in Veeck as in Wreck, called him an artist, which he was. Price used a snake for a belt. Unique guy.
