There are thousands of working individuals that have to stay in cramped reading cafés and cheap hotels because they can afford regular rent. This is seen as a loophole for their homeless population census because they can classify such dwellings as a legal place of residence. I think 'homeless ' has different meanings in different countries. The NZ figure is way too high unless you count the hundreds of thousands of beneficiaries living in state housing which isn't exactly homeless. We have a few hundred actually living in streets and under bridges and most of those would have been in mental hospitals until they shut them all down. A horrible outcome for everyone.
