I don't know how to measure lug tightness. I just put a coated head on top and bottom and tune them until they're about the same. I might leave the bottom head slightly looser. Then, I fold up two strips of gaffer's tape and tape them to the edges of the top head. Ultimately, though, I just mess with it until it sounds good. I don't think there's a specific tightness that would work on every drum, since every one is different. Just screw with yours until you find something you like!
