I'd hope so, because what he did in this video is funny for about 20 seconds. I'll agree it's effective when done right, like in Police Academy, but in a stand-up routine, just repeating the same thing over and over, it just doesn't work. If he had downplayed it a bit and if he would've had more actual material, and had bursted out with better timing, it could've been great.

I don't think some people truly understand how incredible performance artists like Bobcat and Gilbert Gottfried were. To commit 100% of your public persona to that over the top character regardless of what movie or tv show you are on for all those years, to the point where people truly believe that was who they were as actual people, is truly amazing. Bobcat had much better sets than this people, he was young and unpolished here. Just wanna say One Crazy Summer is still the best movie ever.

It was definitely an 80s phenomenon. I think a few personalities did something similar before then but it seemed to be more common in the 80s. After that, I think people just saw it as someone being fake and bad comedians who had to create absurd personas to get laughs. I don't think that's fair but I can see how this character Bobcat had would be controversial today since it seems he is exaggerating a real mental disability.
