Actually, it's just that the gate arm on the far side is so long (and isn't counterbalanced right, it seems) that it keeps bouncing while the gates are down, and as such the bell keeps turning on and off.
Nope. Just activated early, as I believe the crossing detected it initially accelerating and thought it was approaching faster and then timed-out due to how slowly the train was approaching.

It's just the way it was installed. Not sure if CSX installed it that high, or if the original gate mech was just that high-up.
