As a Syrian that was forced out of that place not so long ago, I can only tell my personal experience with Captagon which started when I was 16 in 2006 and started playing World of Warcraft, which demanded staying awake at night a lot. I could only find it from dealers that were also intelligence lowrank officers/henchmen, for the very low price of $10 for 25 pills.
I had and still have a strong addictive personality, and doing on-and-off Captagon mixed with alcohol at such a young age and for two years really messed my chemicals pretty badly.
It's known that Syrian soldiers and its militias have been taking it even before the war, because it's good on long night shifts and gives a moderate mild high.
It's also very well known that since the late 70s, the Syrian regime and Hezbollah worked hand in hand dealing with opiates grown on the borders of Lebanon or the north-western parts of Syria. This drug cartel's been funding their war machines and also fueling their pockets with tens of billions of dollars throughout five decades -now going six- under the watching eyes of all the governments of the world with no direct action taken nor even acknowledgement whatsoever.
The whole country's resources from water to humans is monopolized around the governing family members and their closest relatives, including the drugs, sex slaves and weaponry division.
It sucks that I have to bring this up but it's not in the interests of any government to actually interfere with this cartel, because it's also guarding Israel's borders and maintaining the "threat from the North", the very same threat that the cartel continues to wave at every chance to their citizens but now it's the "threat from the south". When in fact, both threats aren't actually real.
Bashar will forever continue to do this and get away with whatever he chooses to do, since he keeps manipulating the Syrian constitution to remain in power. He's been a president for 22 years now and he's only allowed 14. Maher, his brother, might likely reign after him some day at some point. Or until Bashar dies and his son inherits the crown of presidents like his father was.
But even then, I will not be able to go back to my farm and grow figs or cherries again, which really fucking sucks.

Captagon has a huge impact on the youth culture as well. It has been used in a versatile manner in Jordan; most of the bartenders, baristas, waiters, taxidrivers, bankers, consultants, college students are on Captagon or as we call it "Capt/كبت" on the other hand, when you go to clubs alot of people are using it as well how the Europeans use molly. Moreover, Captagon has been able to penetrate all faucets of society, the rich, the poor, the middle classes all of them without an exception are using this drug for different reasons. It also worth mentioning that alot of countries bordering Syria are heavily discussing publicly and even with western media on the issue of captagon traffickings which is leading to a lot of skirmishing and border guards deaths.

The human need for a high is almost equivalent to that of food. That's why any action to curb the drug trade is futile. Even in countries where the penalty for dealing is the death sentence, you will still find drugs. Moreover, in the case of very harsh drug rules, which reaches the death penalty, you will often see the regime using it to its own advantage. For example, suppose you were a political activist in such a country. In that case, it only takes someone dropping 0.5kg of any restricted substance in your car or any property you own, and boom, you are prosecuted and killed, legally.
So, to sum it up, drugs are everywhere, and a government being lenient is much better than those who aren't. So, if the drug issue bothers you, do your part and don't consume.

Weed is ok for a 1year then it makes you addicted, deppressed, suicidal . I know because i still smoke it. It's might no damage you physically, but mentally. Diazepam withdraws can actually kill you. I'd rather be addicted to weed than alcohol or benzos.

It seems depressing and scary to live in that part of the world at the moment so no wonder they are getting so much custom. I guess people would rather feel have motivation and buzz than depressed and zapped of energy. I'm not condoning taking amphetamines, infact I am totally against it. (I was addicted for a very long time) but you can kind of see why there is such high demand for it there.

Being locked in a war for so long does tend to crater the economy, making the drug trade the simplest way to earn currency to keep the war going. This is especially toxic when the country in question is run by a corrupt government whose members take a slice of the money. It seems similar to the case of South Vietnam where the drug trade was very much intertwined with the government and the military.
