how do you use 000 to her full potential? is it to use her skills only when she has both charges then use her second ulti then her first?

second ult then first ult because if u activate second ult u get 3 corebreak on first ult

In a Ideal World, yes, use her second ult then first ult back to back for maximum damage.
U can Use L.L for multiple Ult for 000.
But if it's not ideal situation, might as well just use her first ult right away, you'll miss out 3 core break and and extra damage from it, but two 1st ult are stronger in damage percentage than to use her 2nd ult first.
if you are able to use her ult several times either by special buff or Empower chief skill the hell out of her, then definitely use her 2nd ult first.
