But unfortunately for the Chinese, they are not actually at overcapacity. Some brands like Xiaomi are suffering from too many preorders. Chinese demand won't be fully met for a while, so there is no hurry to export to USA.

China doesn't want to tariff the US car brands because they are now moving towards 100% EV/ green vehicles. 100% EV will mean a huge drop in Chinese demand for imported oil, which they want. Since USA only has Tesla which is price uncompetitive in China, they don't actually import any US EVs. Tariffs will mean nothing.
