In his dream sequence we see that he only really cares about whether stuff might come back to bite him in the future or is unnerved that he doesn't feel bad for his actions beyond that. The mom was clearly lying to get out of that situation.

I'm not calling him a good person but actually shows signs of regret even in a route wanting to drive of a bridge with his sister. His mom is indeed a liar but the stuff about her feeling bad about Andrew making raise Ashley wasn't a lie. While he was on the couch his mom wanted to talk about that and only does when Andrew is alone with his mom while is sister is away. The mom apologizing for making her son raise Ashley is the one truth she actually told. (Rest were all lies though...)
