For me, not just her passive, but her whole skills. If i was Moonton, I will make her have 4 skills instead. 1st skill makes her summon a fiery ghoul and will travel slowly in a very long and straight direction. When an enemy is nearby, the skull instead follows the player and explodes, dealing AOE damage and damaging the infected enemy slowly for 15 secs. Second will make her summon 6-8 ghouls that chase enemies. They have their own fields that damage nearby enemies. Meanwhile, they all explode, leaving plague puddles for 4 secs. 3rd skill will be a big nightmare for Chou, Benedetta, and other heroes with Immune skills. Since she spreads plague magic around her in a very long radius, removing every affected enemies' immunity to CC, even in their skills, even if they are in the phase of their Immune skill. Also it reduces their Physical and Magic Defense. And enemies who gets affected will take damage even if they use their Shield skills/spell. Her Ult is also a nightmare if I made her. She must be near a dead enemy (a Lord, a Turtle, jungle monsters, minions, and heroes.) Once she is near one of them, she can permanently revive them as smart bots, up to 3. They explode and die if she dies. Her Passive is the same as X.Borg. She only deals True Damage. Also, her Basic Attacks are phantom hands that explode on enemies, dealing splash damage. That is all! Thanks!

Or u can target their main damage dealers that have 'unique passive', such as karrie, karina, etc. Their basic attack can deal true damage so u can melt their squishy hero first.
But it back to what situation u face on. When u lack of tanky heroes, u can target their tank first so u can add tanky comrade on ur side, but when u had the lord and want to push lane, i suggest u to aim her ult on their mm/main damage dealers, not only u can reduce their HP and force them to go back but also u can destroy the turrets a lot faster.

Ikr!? Her s1 and 2 are insane in teamfight, and s3 does so much damage in late game. In fact, if your team is doing horrible, I would say that makes her even better as that makes her puppet stronger. I used her puppet on a Hylos in late game and our team got wipe out. I only got a couple of the kills tho :(

But let's be honest, she really needs a revamp. Her skills are so delay even when you are great in timing, it will always be more than a miss than a hit
she was 2018 meta after her 1st revamp and my 2018 main
only her 2nd skill with lt can cut 80%+ hp of the carry her all skill can hurt tank
than they nerf her too much they nerf her passive, 2nd skill,ulti damage and make her 1st skill too slow (previously it was fast as gusion 1st skill)
yet her skill mechanism are yet too good. So i think she doesn't need revamp but she deserve some buff
But they can add some mobility like pharsa

Vexana is the only hero who has two unique skills.
First skill Cc has Dizzy effect (please test it on Gord's ultimate. It will circling around bc he becomes dizzy).
Ultimate has curse effect which deal delay damage which is similar to Harley but different bc Vexana ulti drains the enemy's blood continuously while Harley's has flaming high damage just b4 disappearing.
Vexana's ulti can summon a enemy's clone as puppet and commend it fight for her.
Using her ulti on late game marksman will add huge damage for team while using her ulti on Tank/Fighters will add huge defend.
But using ulti on AOE mages (such as Pharsa, Aurora, Valir) and some assassins (like Fanny, Ling, Gusion) is kinda waste.

tbh she is good on the right player's hand and sometimes i like to play vexana too as she can kill a squishy heroes like mm only using ulti(no joke, she can definitely kills someone by ult or atleast force them to not join team fight) but is she need a revamp? yes! to put her atleast on par with vale, valir and eudora.
i would suggest that her passive (apply marks on any target with skill and will exlode when get killed) to have the effect like if enemies with mark are nearby each other, they will suffer a continues damage for 3 or 4 seconds. this is good for forcing tank and mm from sticking together.
first skill will have lower cooldown or maybe faster animation or widening the skill. second skill just speed up the animation or make the area just a little bigger but tbh its oket if they didnt change that. change her passive a bit and she will serves a good supportive and cc abilities for enemies. and her ult is already supperb. i mean what heroes can summon another hero? only vex.
