Firstly, a decision of a law preserving organisation is backed by law. Power rightly exercised enables law.if you cannot exercise it with efficacy, it is a commentary on the quality of policing. Secondly, brass in the police need to introspect if or not, they are the weakest link in that constables ability or inability to take a decision. A force is only as good or bad as its leadership. Thus, if the law enabling power themselves render helplessness, God save this country !
