    The reason that SIDA has not been exposed earlier is rather simple: their work is in countries far away with no traditions of transparency and accountability; there is an unholy alliance between the political left that domineer SIDA's HQ and often under-competent and overpaid aid workers in the field - who have no incentive to be critical; these two groups are supported by the political, an often corrupt, elite in the recipient countries; these are the three groups that have benefitted handsomely from aid over the years; the two groups that matter, the Swedish taxpayers and the intended beneficiaries in Africa have never had a say. The scrutiny of SIDA must be taken much further and the possibility of closing it down should not be off the agenda.

    If all aid to Africa was stopped tomorrow it would have major consequences for politicians and the elite, but would not be noticed among the poorest in the slums outside the capitals in Africa.

    Considering that SIDA's aid has not done much good anywhere and has demonstrably in many cases done harm perhaps it would not be totally unreasonable to reflect on how that enormous amount of money could have been used differently. The money amounts to, on average, more than one per cent of Sweden's GDP for more than 60 years. Imagine if all that money had been used in a Norway-style sovereign wealth fund. Every Swede would have had more than SEK 1,000,000 saved up and to boot Africa might well have been better off.

    So-called "humanitarian aid" should also be much more closely scrutinized. Why would a country in Africa build up a system for dealing with emergencies even if regularly occurring, if SIDA is just a phone call away?

    To analyse the impact of aid in say, Africa, the continent that has received by far the most, is interesting. Africa is relatively poorer today than they were at the time of independence. That is after trillions of dollars in various forms of aid. It is hard to come to any other conclusion than aid does not work. Africa's problems stem from incompetent, corrupt and abusive governance. Aid does nothing to address these problems, but may well abet them.

    That aid is a miracle solution for development may come from the US Marchel Aid after WWII. The fact though is that the Marchal Help did very little to get Europe back on its feet, It was a small percentage of GDP and it was short-lived. Africa has received multiples of that aid yearly for many decades and it is still falling behind.

    To assess SIDA's work is not hard. For example, Tanzania has received more aid than any other African country but is relatively a lot poorer today than they were 60 years ago when the aid started. The opposite would be reasonable to expect. Has SIDA done harm? The massive aid to Nyrere's socialist experimental agenda most certainly did harm. That has been covered up by SIDA.

    Has SIDA helped Museveni in Uganda stay in power for 40 years? Most certainly and that has not been good for the the people of Uganda.

    It is not outrageous to suggest that SIDA has contributed to mass migration from Africa. SIDA has over many years supported so-called "child survival programmes". These programmes were successful in reducing child mortality and drove up population growth. However, the GDP growth did not keep up - this resulted in few opportunities for the surviving children when they grow up. Therefore many opted to look for better prospects in Europe. Development is very complex and to intervene significantly in a narrow healthcare sector while supporting socialist policies in the economy, that guarantee slow growth shows the limitation of SIDA's development expertise.
