Looking at comments on theories. The big one I've seen and currently subscribe to is Roo is either the dark side of this universe's God or their dark side. With a being of good and light as their counterpart. The opening scene of Hazbin Hotel episode one mentions the angels worshipping good and we see a light face with a close eye on the left side of the screen and then mentions protecting Earth from evil and we see a shadowy face with a wide open red eye on the right side of the screen before staring how Lucifer's actions lead this evil to Earth. So Roo would that dark face and an unnamed so far entity is the light face.
