I am unimpressed. The traffic delay could have been kept to five minutes or less. Herzog could have approached the crossing dispensing ballast from the front cars. Only the locomotives would have needed to enter the crossing. Once the ballast was dumped, the train could have backed down, clearing the crossing. Whatever was going on at the end of the train should not have transpired.
