A pity it along with Bullsquids were cut, the sewer systems of City 17 were certainly lacking in any vermin or life at all. Like the only creatures you find down there are barnacles and a 1-time headcrab zombie in a hidden supply cache

I'm guessing these were loosely based on the Tentacles from half life 1 maybe the hydras were meant to be sound sensitive like the tentacles since I don't see a reason for a hydra with many eyes if it can already tell where you are, guessing the hydras never got that far in development.
From what I've seen, no. But it would make sense. They appeared to e more like seperate organisms, rather then the Tentacle type enemies from Half Life 1 (those weird claw knife monsters)

They were cut because Valve couldn't find a way to properly implement them in a way that did their presence justice.

It’s attacks were too difficult to avoid, and thus they were less fun to fight against than watch them fight other enemies

Yeah, however it would make sense to have the seer which possibly could well "see" you and let other hydra parts know your location (possibly)
