An i7 is fine here. You can also go for older cpus/GPU combos if you are going to be only designing things the 10/11 intel cpus 10900K where in most cases for productivity that's on the lv and you don't need to pray to the cooling gods. You also save a lot of cash that way. Granted I am not a designer and I am only familiar with auto cad of everything you listed. But! 13900k is an overkill cpu in general If you have the money for that you have the money to drop a 3090 in your system. the 3070 is not a good pairing with that cpu and you will never convince me otherwise no matter what you are using it for.
