Q25 - answer would be m ≠ 75 as at 75 the equations becomes consistent. Q21 theres no value of K as c1/c2 = a1/a2 and thus the lines can never be parallel. At k= 20 -> a1/a2 = b1/b2 = c1/c2 how can it be parallel ???

Q25 says "if they're NOT inconsistent" which makes it "consistent" so it's correct
Q21 C1 is negative so it is parallel, if it was positive then they'd be coincident
