I'm only level 45 after 3 days(82hrs) I'm not planning on doing NG+ at all until I'm completely done leveling up EVERYTHING and done with any and all missions I can find.
There is a stolen goods chest in the back of the lobby of UC security in New Atlantis. Im not sure if it respawns but I did find a case of xeno warfare tech inside. While less lucrative there are a number of generated locations that do have at least one contraband in them. Abandoned Cryo Labs have both a contraband chest outside and typically a case of organs at the top of a vertical pipe room near the end. Abandoned hangars tend to have 5-6 aurora in them. Mineral refineries have contraband in the air duct that connects both large rooms. Research Towers have one in their air ducts. There are other areas as well. The location is always the same with each tile set of the same type. Im not sure what other planet locations have them or if these locations respawn at all, but they are a nice find if you find yourself in those locations. Boarding hostile ships is also a good way to find contraband. Spacer, varrun, ecliptic and crimson fleet ships should carry contraband most of the time. By boarding you also can kill the crew and steal the ship too.
New contraband location!!! Go to the Security office in the Well in New Atlantis and climb the stairs to the 2nd floor. A guard is sitting in an office cube with a suitcase of Harvested Organs. The suitcase respawns. Use Manipulation to move the guard or if your stealth is good enough, you can steal it.
There is also a location (one of the procedurally generated locations) which has a master locked contraband chest outside that you can loot if you find one (or several) of these places.
The Mech Factory on Mars is loaded with contraband. Inside the factory after you clear out all the spacers look high in the rafters. Also, several cases are hidden on the outer perimeter tucked down at the ground next to a silo or a rock. I walked out of there I think with five or six different contraband items, and they were pretty easy to obtain. The forces at the Mech facility weren't strong. Akila City jail also has a storage crate full of command and seized items. Use stealth or be prepared to fight your way out. 😉
Agree. I’ve talked to the guy in jail myself before as well done a short few missions for the store owner that sell the buff drinks. Just haven’t gone back to do any further missions where that lady in the vid popped up giving mission for Aurora.

On Porrima ll in paradiso, there’s a master lock contraband chest on a remote path down to a beach, and it restocks every few in game days :)
I’m subbing because I still play the game everyday with over 500+ hrs non NG+ and still enjoy watching Starfield vids.

“Void Form” if you’re starborn. I just found this case too! You will turn invisible and won’t be seen picking it up!
