The guy watching the replay went to manual camera there for a second. Tats why you didnt see the player aim moving but reticle moving..

i get ammoracked all the time but ive never ammo racked someone ever. how tf do people do it

Basically, your tank has internal modules with various hit points. These modules can be damaged by being hit, ramming, etc.
In the case of the ammo rack, it turns yellow if it is damaged, and if it is red, you are already dead. You can use third party websites to view these internal modules.
It should be noted that the location for these modules vary from tank to tank, but generally the back of the turret as well as the parts of the hull under the turret contains the ammo rack.
