why is it that it only hits when I don't change the first parameter? if I change the first parameter it inserts
Sorry but what you're actually comparing in this video is performance of a parameterized query vs a non-parameterized (dynamic) query. You should have instead compared a stored procedure vs a parameterized query. You'd then would see that plan is cached and re-used in both these cases, essentially eliminating your entire argument.
