He ordered drills to an obviously inexperienced crew AND watched the accident in slow motion. And while he had all the good ideas what went wrong afterwards he didn't intervene as it happened And worst in my books: he knows the crew is new, he also knows the higher risk in the given seaarea and yet they are completly caught by surprise and are unprepared when stuff goes wrong. You would think everything for emergency should be ready so that "it took such a long time to get them out" is not the evaluation of your rescue operations
The biggest concern here is Watson's attitude to the whole thing. This was a major incident which they where lucky no one died and he just shrugged it off. At the very least there should have been a full investigation including statments from everybody involved, followed by a complete review and overall of training and the SOP for launching

There was a freakin' bright yellow cleat right next to Brown that he could have used to keep tension on the bowline. This SHOULD have resulted in some kind of ships discipline!
