The USN and RN learned many lessons from the Vietnam War, the Falklands War, and various conflicts thereafter. The damage inflicted on the USS STERETT from a missile detonating on its radar antenna was a key lesson. The damage inflicted in 1982 by an EXOCET missile on the HMS SHEFFIELD was a key lesson for Western warship designers. Operation PRAYING MANTIS showed both the vulnerability and survivability of smaller combatants to air-delivered and ship-fired munitions. The damage inflicted on USS STARK and SAMUEL B. ROBERTS showed the vulnerability and effectiveness of damage control in regards to antiship missiles and moored mines. In the same time periods and more recently in the Red Sea, there have been other naval battles, all of which have shown that the survival of the commanders and crews of surface combatants can decide whether battle-damaged units can remain effective.
The combat equipment of ROCN personnel should provide thermal and ballistic protection as determined from the experience of multiple navies in the time period since the end of WW2. The more recent naval conflicts have confirmed the value of protection from heat, blast, fragmentation, and shock effects for naval personnel. The ROCN faces multidimensional threats from PLAN and other threat navies, including the large paramilitary naval forces from the PRC. Heat effects are flash and fire from munitions penetrating the superstructure and hull of surface units. Many casualties were inflicted in naval combats since WW2. Blast/fragmentation effects on personnel can be mitigated through ship design and protective measures. Protection against fragmentation damage can also reduce damage to ship systems including sensors, weapons, and propulsion. Shock can be mitigated mostly through ship design as well as lessons learned from shock trials.
