I might have a theory as for this, but it would be debunked by the fact that the carpet will hit the player IF they had an input, which the one in King's Row would probably has too: The carpet and the steel sheet has a different ground level (i forgot the name), or basically, it's not one with the ground, but stick to the ground as it's own object. Now Rein's, Doom's and Venture's "shockwave" attacks probably are ground based attacks, meaning they're using the ground as a method of hitting. And since the carpet are sticking to the ground, like a seperate item, it can't be affected by the shockwaves, making whoever standing there seems invincible to those shockwave attacks
As a gamedev: I think you're on the right track. And no, the input doesn't debunk it at all. The fact that it's a jump is even more telling. Basically: It also checks for all players slightly above ground level. If it did't check for it: you could just avoid his ability completly by pressing spacebar. That would be quite unfair, since bunny hopping is a thing.
Yea it's 2 carpet glitch. Everywhere have 2 carpet or 2 small rect stand in same spot there a small hitbox block the ground for 1 pixel and the game count it as a wall (idk why)
