I don't think she's fluent in french, in an interview she declared that her grandfather is Quebecois but that she cannot speak french but her pronunciation seems spot on so she may have some familiarity with the language. She also sing in french in the track Art Angels from the same name album

Personally, I have v close family that are fluent in French & some that do not like to claim the title of being "fluent" bc they claim that their vocabulary is 'elementary' even that mentality - the way they can speak & write is much higher than the way they portray it in their minds & to other French speaking communities 🇫🇷🤍✨
