I think you are confusing technique with dribbling. I wouldn't say all four of them are more technical than Neymar but there is an argument to be made, especially with Thiago.
It's interesting because his list gives you a glimpse of what he considers to be a technical player and it isn't really players like him. He didn't pick players who are great at big flashy skill moves like Ronaldo, Mbappe, Dembele, Sancho, etc. He chose guys who are more known for close control and being able to dribble in limited space. You can tell he appreciates that Messi and Iniesta style of control and dribbling. Though in truth Neymar is one of the few who is good at both styles.
Dude mbappe and Ronaldo aren't technical they are strikers like read the game, positioning, run and score. Technical are more likely to dribble, That's how we define soccer.

The thing that always made me respect Ronaldo is that yes, he was a genius, but his skill didn't come from natural talent the same way as players like Messi, Neymar, Ronaldinho, etc. It always felt to me that those same skills came mostly from hard work and dedication, which made him the best during his prime.

Technical wise: his range of passing: one touch, two touch, long balls, crossing, balls between the lines, passing without looking, his ball control in tight spaces inc head and chest, dribbling with an injection of speed and body feints coupled with knowing when to do so, dead ball ability and creativity, his reading of the game and positional sense, shooting from long range including volleying. He rarely breaks the front line for Liverpool due to his intelligence and adapting to his role. His tackling ability is right up there too as he reads the game so well and doesn't drive in. Basically he is a unique talent who can do anything with a football technically. I see a mixture of Scholes, Gazza, Xavi, D.Silva. He is underrated perhaps due to physical presence and few goals despite having sublime technical abilities. He rarely showboats too. First name on the team sheet. Teams are more likely to win games with him there: ask Bayern and Liverpool. Fact.

Playing football itself is a skill. But there is a spectrum, Neymar's advancement of the ball is exceptional due to his dribbling & trickery. But passing range/accuracy, free kicks, interceptions, heading & hold up play are also skills. Some players may not be as flashy, but have better technical ability in different areas. Berbatov's touch was filthy, but he was nowhere near the overall level of Neymar.

Playing football itself is a skill. But there is a spectrum, Neymar's advancement of the ball is exceptional due to his dribbling & trickery. But passing range/accuracy, free kicks, interceptions, heading & hold up play are also skills. Some players may not be as flashy, but have better technical ability in different areas. Berbatov's touch was filthy, but he was nowhere near the overall level of Neymar.
