He kind of acts like a father to Chiyo, who's parents are never mentioned, by telling her to do stuff like eat her tomatoes to be in good health. He mentions that his daughter was going to America during year three, leaving Osaka, who learned about that from a dream, confused until Sakaki reveals Chiyo-Chichi's identity, thus giving Osaka the realization that Chiyo will soon be going to America.
It's funny how Sakaki doesn't seem to notice that Chiyo-Chichi was a dream and legit thinks he's her biological father. Then again, the true nature of Chiyo-chichi is left ambiguous on purpose, so he may really be something supernatural and real. If so, then he may not be the only supernatural thing to be real.
So Chiyo-Chichi is a weird, yellow creature with a simple design who only interacts with people through their dreams, though he has weird imagery of him around the real world. This man is Bill Cipher.
